The Energy Transition and Institutional Support Program (ETISP) in São Tomé and Príncipe is a transformative initiative designed to promote green growth and the sustainable development of the country's power system. The program focuses on shifting the energy sector away from fossil fuel dependency by integrating renewable energy technologies, including solar photovoltaics, hydroelectric rehabilitation, and hybridization of thermal plants. It encompasses urgent infrastructure upgrades, such as reinforcing existing thermal power networks and developing solar power plants, alongside efforts to improve energy efficiency, institutional capacity, and public financial management.
Designed around three key components—energizing the transition toward renewables, strengthening institutional and financial governance, and supporting capacity building—ETISP aims to enhance electricity access, improve supply reliability, reduce greenhouse gas emissions, and boost economic and social development.
