PANELIST
Vibhuti Jain is Managing Director and Regional Head of Africa at the U.S. International Development Finance Corporation (DFC), where she leads the agency’s engagement and investment activities across the continent. She previously led the project finance team at Power Africa and has experience in investment banking focused on transportation, energy and infrastructure transactions. An experienced corporate attorney who has practised in New York and London, Vibhuti brings extensive expertise in development finance, infrastructure investment, transaction structuring and mobilising private capital for projects across Africa.

Engr. Babatunde Oloko is the Chief Executive Officer and Principal Consultant of Livingstone Consultants Limited, a multidisciplinary infrastructure consulting and project advisory firm in Nigeria. He is a civil engineer with over 30 years of professional experience spanning infrastructure development, transportation, structural engineering, project management, and engineering consultancy. His expertise includes infrastructure project preparation and development, technical and commercial due diligence, infrastructure transaction advisory, public-private partnerships (PPPs), project structuring, and project delivery. He has contributed to major infrastructure and development initiatives across transportation, ports and marine, real estate, industrial and other infrastructure sectors, working with public institutions, private investors, developers, and international consulting organisations. A former Director of Works and Physical Planning at the University of Lagos, Engr. Oloko brings a practical, project-delivery perspective to the development and structuring of sustainable, investable, and bankable infrastructure projects. His professional interest is particularly focused on bridging the gap between infrastructure policy, investment, project preparation, and actual project delivery across Africa.

Matthew Jordan-Tank is Director of Sustainable Infrastructure Policy and Project Preparation at the European Bank for Reconstruction and Development (EBRD), where he leads work across the energy, transport, and municipal sectors. His work focuses on infrastructure policy, PPP transaction advisory, project preparation, technical due diligence, and improving the quality and efficiency of infrastructure projects from preparation through implementation. He has extensive experience in transport infrastructure and PPPs, and is active in MDB, G20, and OECD working groups on global infrastructure initiatives. Previously, he served as Head of EBRD’s Infrastructure Policy Unit and as a Senior Urban Transport Specialist at EBRD. Before joining EBRD, he worked as a Transport Specialist at the Inter-American Development Bank in Washington, DC, and San José, Costa Rica.

Dr. Nelson Ogunshakin FREng, OBE is a civil engineer and infrastructure investment leader with over 40 years of experience across infrastructure planning, finance, procurement, delivery, and asset management. He is Founder and Chair of AEO Group and Chair of the ConstructAfrica Industry Advisory Board. Dr. Ogunshakin is the immediate past CEO of the International Federation of Consulting Engineers (FIDIC), where he led the organisation’s global operations and strengthened its relationships with major multilateral development banks. He has extensive experience advising governments, investors, financial institutions and private-sector organisations on major infrastructure and PPP projects across Africa, Europe, the Middle East, Asia and the Americas. He is a Fellow of the Royal Academy of Engineering and was appointed an Officer of the Order of the British Empire (OBE) for his contribution to the engineering and construction industry.
