The Office des Routes (OR) is the state-owned road agency of the Democratic Republic of Congo, operating under the supervision of the Ministry of Infrastructure, Public Works & Reconstruction (ITPR). Established in 1978, OR is mandated to manage, rehabilitate, and maintain the country’s classified road network, including national and priority routes.
Its responsibilities cover project implementation, supervision of contractors, and ensuring compliance with national standards for road construction and maintenance. OR plays a critical role in large-scale infrastructure programs such as the rehabilitation of RN1 (Kinshasa–Matadi) and RN4 (Beni–Kisangani). It also works in partnership with international financiers, contractors, and technical consultants to upgrade transport infrastructure across the DRC.
